William L. Coulbourne, P.E., M.ASCE, Applied Technology Council (AT C), has 40 years of experience as an engineer and manager. His expertise includes building design, methods, materials and codes. He is experienced in hazard-related design and construction of wind and hurricane-resistant structures. Mr. Coulbourne has written articles for journals and given presentations to engineers, architects, homebuilders and homeowners on high wind and flood design and construction issues. He is one of the primary authors of FEMA 55, Coastal Construction Manual. He is a member of the ASCE Standards Committees for ASCE 7 Minimum Design Loads for Buildings and Other Structures, the ASCE 7 Wind Load Task committee, the NCSEA Wind Load committee, and ASCE 24 Flood Resistant Design and Construction Standard. He has taught classes in Building Design as an adjunct professor at the University of Delaware.
