Kim Parker Brown, P.E., M.ASCE
Kim Parker Brown serves as an Environmental Engineer and Program
Manager in the Environmental Cleanup Division of the Naval Facilities
Engineering Command Headquarters office (NAVFAC HQ). In this position,
Kim is responsible for the development, oversight and management of
technical policy and guidance in the execution of environmental work
for Naval installations nationally. The environmental work includes the
remediation and cleanup of hazardous, toxic and radioactive waste
projects.
Kim has worked in the government arena for a total of 18 years, on a
federal, state and local level. Prior to her NAVFAC assignment, Kim
served as an Environmental Project Manager at the US Army Corps of
Engineers (USACE). Before coming to work for the federal government,
Kim served as a Construction Manager at the Fairfax County Dept. of
Public Works, a Design Engineer at Rummel, Klepper & Kahl
Consulting Firm, and initially began her career as a Highway Engineer
for the VA Dept. of Transportation.
Kim has co-authored a paper on Environmental Ecological Restoration,
contributed to over 20 technical Navy policy and guidance documents and
participated as both a speaker and moderator at various Navy
conferences.
Kim received her Bachelor of Science degree in Civil Engineering
(BSCE) from Howard University and her Masters of Science degree in
Management at the University of Maryland. She is a registered
Professional Engineer in the state of Virginia. Kim was born in
Baltimore, MD and grew up in Hampton, VA. She is married to Wiley Brown
and they are the proud parents of a 5 year old named Joshua.
Kim began her career with the American Society of Civil Engineers
(ASCE) as an officer of her student chapter at Howard University and
has been active with ASCE ever since. She became a part of the National
Capital Section (NCS) of ASCE in 1984. She became a member of the NCS
Board of Directors in 1992 as Professional Division Chair and
eventually became President in 1997 where she led the NCS membership of
approximately 3200 ASCE members. ASCE-NCS awarded Kim both the
Meritorious Service and Community Service Awards for her dedication to
the civil engineering profession. She continues to be an active member
of ASCE-NCS, and currently serves as Membership chair and Scholarship
Trust member for the Section. She previously chaired the Minority
Programs, Civic Affairs, and Engineering Education committees for NCS,
and participated on the Employment Conditions, Professional Practice
and History and Heritage Committees.
Kim has also been quite active with ASCE on a national level. In
2006 she became a National Governor for Region 2. Region 2 encompasses
the following Sections: NCS, Maryland, Delaware, Lehigh Valley, Central
PA, Philadelphia and Pittsburgh.
Kim has served on the following ASCE National Board Level committees:
- Committee on Diversity and Women in Engineering (CDWCE) Board Committee -- Previously served as Interim Chair of CDWCE and authored an article
in ASCE's Leadership & Management Periodical Diversity issue
entitled, "Mentors & Role Models".
- Also served as
Chair of CDWCE subcommittee, the Summer Institute Grant Program.
Currently serves as corresponding member for the committee.

level committee, the Educational Activities Committee (EdAC).
Kim has also received numerous awards from different organizations.
Most recently she was the recipient of the 2006 National Society of
Black Engineers (NSBE) Golden Torch Award for the Most Outstanding
Woman in Technology, where she was nominated by CDWCE. She was also a
recipient of the Women of Color in Technology Award from Career
Communications and the Crystal Vision Award provided by the National
Association of Women in Construction. She was also a recipient of the
Outstanding Undergraduate Award from the Society of Women Engineers
(SWE), Emerging Leader Award from USACE, and several Outstanding
Performance Awards from Fairfax County DPW, USACE and NAVFAC. Kim is
also a member of SWE, NSBE, the Society of American Military Engineers,
and the National Society of Professional Engineers.
