I am writing on behalf of the 140,000 members of the American Society of Civil Engineers (ASCE) to urge the Committee on Environment and Public Works to report favorably on the amendment in the nature of a substitute to be offered to the bill S. 2191 at the markup on December 5.
The Lieberman-Warner Climate Security Act of 2007 is one of the most significant pieces of legislation to come before the Committee in nearly 20 years. If enacted, it would fundamentally alter the way in which the United States produces and consumes energy for the rest of this century and beyond. It would reduce greenhouse gas emissions to the benefit of the nation and mankind. ASCE believes Congress must address the problem of climate change as soon as possible. Our policies support enactment of legislation to reduce the major greenhouse gases that contribute to climate change, and the abatement programs contained in the Lieberman-Warner bill offer the best opportunity for Congress to take the lead on this important issue. After years of debate, it is time to act.
