1986 -1999, City of Gresham Oregon.  Director, Dept. of Environmental Services 1991 – 1999; City Engineer from 1986 to 1991.  Responsible for the water system; sanitary sewer and wastewater treatment plant, transportation system; storm and surface water management; parks and recreation; solid waste and recycling; and building and property management for Gresham Oregon, a city of 90,000 (2000) in the Portland Oregon Metropolitan area.

1983 - 86, City of Newberg Oregon, Director of Public Works 1985-86, City Engineer from 1983-85.
