This report describes the HITEC evaluation plan for Bondade, made by Transpo Industries, a spray-applied, water-based solution that binds pothole repair materials to the pavement surface. The evaluation is designed to determine the effectiveness of Bondade in extending the service life of pothole repairs based on a comparison of the relative survival rates of repairs made with and without Bondade in a two-year field experiment. Although this evaluation plan was tailored to one product, as a service to public sector transportation officials the report was expanded to provide a reference document that includes guidelines that can be adapted for use with other types of pothole repair products. In addition to the evaluation plan, this manual contains research and background material that explain how to set up a well-controlled field evaluation that includes different pothole repair techniques, mixtures, and service environments.
