This report presents guidelines for the use of explosives detection dogs in security inspections of public areas. Based upon best practices for security in mass transit and expanded to include other public venues., these guidelines present the current thinking of experts in the field. The report includes specific instructions for unannounced and frequent inspections of buildings, facilities, and public spaces, thus eliminating the need to inspect every venue during every hour of operation. The report covers definitions; situations; auspices, purpose and benefits; and policy.

These guidelines were developed by ASCE's Transportation and Development Institute, the Transit Standards Consortium, and the Infrastructure Security Partnership following the March 2004 synchronized bombing attack of commuter trains in Madrid, Spain. It will be valuable to those involved in transportation and public safety and security.
