ASCE, as part of the Council on the Federal Procurement of Architectural and Engineering Services (COFPAES) actively monitors how the federal government procures A/E services, and works to protect qualifications based selection (QBS) as the method of procurement.
- The House approved a bill (H.R. 720) in March 2007 that would authorize $14 billion for the Clean Water Act State Revolving Loan Fund (SRF) program. The bill contains a provision drafted by ASCE, requiring all publicly owned treatment works financed by federal funds through the Clean Water Act to acquire architectural and engineering design services through the use of the qualifications-based selection (QBS) requirements of the Brooks Architect-Engineers Act. ASCE is seeking similar language in a Senate bill reauthorizing the CWSRF.
