William P. Grogan, PhD., P.E., M.ASCE Chair
William P Grogan was elected Director of Region 5 in 2011.Dr. Grogan, PhD, PE was graduated from the Georgia Institute of Technology, with a Bachelor of Civil Engineering where upon he began his professional career as a civil engineer in the Department of Public Works, Fort McPherson, Georgia. Dr. Grogan then transferred to the Airfields and Pavements Division, Geotechnical and Structures Laboratory (GSL) where he worked as a research civil engineer and continued his education. Dr. Grogan earned a Master of Science in Civil Engineering from Mississippi State University and PhD in Civil Engineering from Texas A&M University. Dr. Grogan was selected as Chief of the Concrete and Materials Branch, GSL in 2001 and then was promoted to Deputy Director, GSL in 2005. Dr. Grogan has received many awards and commendations through his career, but of particular note were the ASCE Zone II and National Young Government Civil Engineer of the Year, 1994.
