Protecting the Environment: An Investment in our Economy, not a
Deterrent. Erik Sten, Portland City Commissioner. A native of Portland,
Eric has served on the City Council since 1996 and is regarded as
a leader locally and nationally in urban watershed protection. The
economic vitality of Portland demonstrates that it is not necessary
to choose between the economy and the environment. In fact, they
are critically linked. The Portland community prides itself on protecting
the environment and promoting livability. Commissioner Sten will
incorporate his experiences from dealing with the ESA, the restoration
of the Willamette and promoting local plans to combat global warming
to make his points.
Sound Science and Community Engagement in Watershed
Restoration

Portland is a thriving urban area that has decided
to re-focus on the Willamette River -the center of its geographic,
environmental and largely its economic vitality. Watershed restoration
in an urban setting includes both direct "fixes" to the watershed
and improvements in how urban activities occur. Mary will talk about
Portland's approach to watershed health that combines sound science,
community engagement, updated decision-making structures, funding
and political components, and an integration of the watershed efforts
into the fabric of how Portland chooses to be urban.

Join us at OMSI, where they put the "WOW" in science for the kid
in all of us, for cocktails, hors d'oeuvers, networking, and just
plain fun. We'll have the historic Turbine Hall all to ourselves
and can enjoy its fun and engaging exhibits, which focus on engineering
and physics. Transportation by motorcoach will be provided. Registration:

Portland is the epicenter of America's microbrewing renaissance
with more microbrewers per capita than any other city in the United
States. We'll have a relaxing reception at the offices of Stormwater
Management, Inc, then visit BridgePort, Oregon's oldest craft brewery
located in the historic "Pearl District" and housed in a century-old
former rope factory building, and the Portland Ale House. Transportation
by motorcoach will be provided.

Conference Gala Banquet at Oregon Zoo

to more than 1,000 animals representing 200 species, the award
winning Oregon Zoo is set on 61 acres in the lushly forested
Washington Park. Our dinner reception will be on the graceful
lawn of the Elephant Plaza, near the noble beasts themselves.
We will enjoy local wines and beers, delicious local specialties
and outstanding entertainment, starting with a Birds of Prey
Show. Then internationally acclaimed musician Curtis Salgado
will regale us with his eclectic style sometimes described

- Advanced Wastewater Treatment Technology Tour - We will
visit the city of Portland's Columbia Boulevard Wastewater Treatment
Plant and walk through their tunnel system and see their constructed
wetlands. This plant provides Portland with 300 MGD wet weather
primary treatment and 120 MGD secondary treatment capacity, with
Influent & Effluent Pumping, Chlorination/Dechlorination, biosolids
recycling, odor control biofilters, and fuel cell energy generation
from methane. Tour includes walk through tunnel system and constructed

This tour will also visit the City of Vancouver's Marine Park
Water Reclamation Facility, an award winning 7-year-old wastewater
treatment plant. Located across the Columbia River in Vancouver,
Washington, it is nestled among 40+ acres of a wild wetlands and
hidden from view by landscaping and architecture. Besides being
visually appealing, the facility adheres to the latest odor and
noise controls. Most operations are housed inside thick concrete
walls and all are under bright green roofs. The site also houses
the Water Resources Education Center, a popular destination in
the area for schools and group field trips, special events and

- Columbia Slough Stormwater Treatment & Watershed Restoration
Tour - this trip includes Whitaker Ponds Environmental Education
Center, the drainage districts levees and the largest urban wetland
in the US. Whitaker Ponds Environmental Education Center is a
junkyard turned environmental education center and features a
constructed wetland for stormwater pollution reduction, ecoroof
shelter, belly biology float and streambank revegation projects.
Visit the drainage districts levees where the Columbia Slough
is pumped downstream for the dual benefits of system restoration
and flood control. Finish with a visit to the largest urban wetland
in the US - the Smith and Bybee Lakes which also happens to be
a salmonid refugia.
- Innovative Stormwater Management Technology Tour - View
successes and lessons learned in this tour of innovative stormwater
controls at several innovative building locales. The tour starts
at downtown Portland's Ecotrust Building (LEED Gold certified)
with stormwater bioswales, porous pavement and ecoroof (study
up before the tour)
Then the tour moves to southeast Portland to visit the award-winning
Buckman Heights
Apartments with landscape swales, new parking lot design,
infiltration courtyard, stormwater planters, and two ecoroofs.
It is next to the Grant High School parking lot retrofitted with
a landscape infiltration area. Finally, visit the BES
Water Pollution Control Lab with a watergarden, parking lot
& stormwater swales and vegetative filters.
- The Health of the Willamette River Jetboat Tour - Enjoy
a 3-hour jetboat tour of the Willamette River in the Portland
area. This tour will view urban / natural interface of Portland
from the river's viewpoint. From south to north Portland, we will
visit riverside sites showing the health of the river and restoration
efforts of Portland. Sites will include North Macadam/Riverside
Developments, Willamette Park bioswales, Ross Island and its nearby
blue heron rookery and bald eagle & osprey nests, Johnson Creek
urban stream, CSO outfalls, Eastside Esplanade, riverbank revegetation
sites, Port of Portland industrial facilities, Portland Harbor
Superfund site, and the Water Pollution Control Lab. Bring your
binoculars, appropriate weather gear, and $18 for this enjoyable
and illustrative tour of the river's health in Portland. (view

- Tryon & Fanno Creek: Urban Stream Protection and Restoration
Sites - View the struggles and success at protecting and restoring
the Tryon and Fanno streams located in the west hills. This tour
will visit urban stormwater runoff problem areas, monitoring locations,
stream restoration projects, stormwater quality facilities, and
constructed wetlands. It will also cover O & M practices, infrastructure
issues, and community involvement practices. Tour finishes at
the Tryon
Creek State Natural Area.
