Key Contact Program

Member Appreciation Breakfast
Members of ASCE’s Key Contact Program are invited to learn more about the 2002 elections, the accomplishments of the 107th Congress, and how to make the most of the Key Contact Program.

ASCE’s Special Guest Speaker Charlie E. Cook, Jr., Editor and Publisher of the Cook Political Report, will provide attendees with a last-minute preview of the 2002 Congressional Elections. Cook, widely regarded as one of the nation’s leading authorities on US elections and political trends, is also a political analyst for the National Journal Group, and writes for the National Journal weekly magazine and CongressDaily /am. In addition, he is an analyst for Cable News Network, appearing regularly on its “Inside Politics” show, and writes a regular column for the Washington Quarterly, published by the Center for Strategic and International Studies.

The Key Contact Program provides members with the opportunity to help shape public policy in areas that affect the Civil Engineering profession.

President Bush has been invited to deliver a special message to the nation’s Civil Engineers and allied professionals, emphasizing the importance of sustaining and developing society’s infrastructure. He is currently scheduled to address us on Monday, November 4 at 10:30 am. However, it may be necessary to reschedule his presentation to Wednesday, November 6 at 8:30 am. In either instance, other Conference activities will be rescheduled to accommodate Mr. Bush’s appearance.

Don’t miss this opportunity to be present for this historic occasion!

For security reasons, everyone attending this session will be required to show a photo ID (e.g., driver’s license, passport) on entry, and to take a seat early at a time to be announced. Other security measures that may be required will be announced onsite.

Estate Planning Specialist Michael T. Collins of The Collins Firm, McLean, VA, will lead the seminar and emphasize the importance of wills, use of trusts, and how to designate IRAs, 401(k)s, and other retirement instruments to avoid or reduce taxes. Collins hosts “Legally Speaking” on Washington’s WMAL Radio (630 am) each Saturday morning. He holds a BS in Engineering Science from Notre Dame University and his Juris Doctor from Georgetown University.

Victor Milligan,
Co-Founder, Golder Associates – Consulting Engineers, Ontario, Canada

Victor Milligan was educated at Queen’s University, Belfast, Ireland, receiving a B.Sc. in 1951 and an M.Sc. in 1952. After working on hydroelectric construction in Scotland and doing postgraduate research at Purdue University, Milligan emigrated to Canada. In 1960, he and Dr. Hugh Golder formed Golder Associates, which now has more than 80 offices worldwide. After serving as President, Chief Executive, and Chairman, Milligan retired in 1994 and now acts as a consultant to the firm. He has been involved in the Canadian Geotechnical Society, is a Past Vice President for North America of the International Society of Soil Mechanics and Geotechnical Engineering, and was founding editor of the Canadian Geotechnical Journal in 1964. Elected Fellow of the Canadian Academy of Engineering in 1994, he was inducted as a Fellow of the Royal Academy of Engineering in London, England in November 2001.

The Norman Medal Breakfast

The Society Awards Committee invites you to attend breakfast and a presentation honoring the winners of the prestigious and historical Norman Medal. Instituted and endowed in 1872 by George H. Norman, M.ASCE, and the Society’s oldest award, it is presented to the author(s) of a paper judged worthy of special commendation for its merit as a contribution to engineering science.

The winners of this year’s Norman Medal are Dr. Sherif El-Tawil (above) and Professor Gregory G. Deierlein (right) for the papers, “Nonlinear Analysis of Mixed Steel-Concrete Frames. I: Element Formulation” and “Nonlinear Analysis of Mixed Steel-Concrete Frames. II: Implementation and Verification,” Journal of Structural Engineering, June 2001.

The Engineering Management and Business Practices Committee of ASCE will honor several top engineering managers during this luncheon. Awards to be presented include the John I. Parcel - Leif J. Sverdrup Civil Engineering Management Award. This annual award is given to an individual who has demonstrated outstanding engineering management leadership, exemplary character, and professional integrity.

Guest Speaker: Norman Y. Mineta, US Secretary of Transportation
As Secretary of Transportation, Norman Y. Mineta oversees an agency with 100,000 employees and a $58.7 billion budget. Prior to joining the Bush administration in 2001, Mineta served as US Secretary of Commerce under President Clinton, becoming the first Asian Pacific American to serve in the cabinet. Before joining the Commerce Department, he was a Lockheed Martin Corporation Vice President. From 1975 to 1995, he served as a member of US House of Representatives, representing the heart of California’s Silicon Valley. During his career in Congress, Mineta was Chairman of the House Public Works and Transportation Committee between 1992 and 1994. He championed increases in investment for transportation infrastructure, and was a key author of the landmark Intermodal Surface Transportation Efficiency Act of 1991, which shifted decisions on highway and mass transit planning to state and local governments. After leaving the Congress, Mineta chaired the National Civil Aviation Review Commission, which in 1997 issued recommendations on reducing air traffic congestion and the aviation accident rate.

    ASCE Honorary Members’ Luncheon

    During this luncheon, ASCE President 2003 Thomas L. Jackson, P.E., F.ASCE will introduce this year’s Honorary Members and the Hoover Medal will be presented to Charles H. Thornton, Ph.D., P.E., Hon.M.ASCE. The medal, instituted to commemorate the civic and humanitarian achievements of US President Herbert Hoover, Hon.M.ASCE, and “Awarded by Engineers to a Fellow Engineer for Distinguished Public Service,” is administered by a board representing five engineering organizations: The American Society of Mechanical Engineers, the American Society of Civil Engineers, the American Institute of Chemical Engineers, the American Institute of Mining, Metallurgical and Petroleum Engineers and the Institute of Electrical and Electronics Engineers.

    Dr. Thornton is Chairman and Managing Principal of Thornton-Tomasetti Group Inc., with credits that include the twin Petronas Towers in Malaysia. The company was hired by New York City’s Department of Design and Construction on September 11 to aid in structural engineering aspects of its disaster response effort. An expert in building collapse and structural failure analysis, Thornton has participated in engineering team investigations not only of the World Trade Center collapse, but also the Hartford Coliseum roof; the scaffold at Pleasants Power Station, WV; and New York State Thruway’s Schoharie Bridge. He also participated in the federal government’s assessment of the bombing of the Alfred B. Murrah building in Oklahoma City.
