This forum will link ASCE’s
Civil Engineering Conference and
Exposition and the TISP Congress on
Infrastructure Security for the Built
Environment. It will facilitate free-flowing
discussion among Federal
government leaders who collectively
represent the largest owners/operators
and managers of facilities
planning, design, construction, and
operations in the United States.
Through employment or contract, the
agencies they represent touch tens of
thousands of architects, engineers and
builders. They will discuss a wide
range of topics, including careers for
engineers in government, trends in
government programs, and their agencies’
protection of our nation’s critical
infrastructure in an antiterrorism and
multi-hazard environment.

Lt. Gen. Henry J. Hatch, P.E., F.ASCE, US Army (ret.)
In 1992, Henry J. (Hank)
Hatch completed a
distinguished 35-year-career
in the United
States Army, retiring
after serving as Chief
of Engineers and
Commander of the US
Army Corps of Engineers. His missions
included military construction and environmental
engineering for the Army, Air Force,
and the Army’s civil water resources program,
while commanding more than 40,000
members of the Corps. More recently, he
served as Chief Operating Officer for the
American Society of Civil Engineers. Hatch is
active with the National Research Council
(the operating arm of the National
Academies of Engineering and Science),
ASCE, the Society of American Military
Engineers, and the Engineering and
Technology Exploring Program of the Boy
Scouts of America. He was National
Chairman of National Engineers Week 2002.

William W. Brubaker, P.E.,
Director of Facilities Engineering &
Operations, The Smithsonian Institution
William W. Brubaker has
extensive experience in
public works construc-tion.
He has served in
several capacities with
the US Army Corps of
Engineers, including
Chief of the Department
of the Army Construction
Programming Division at the Pentagon. Prior
to his appointment with the Smithsonian,
he was Director of Facilities Engineering for
the National Aeronautics and Space
Administration. He holds a bachelor’s degree
in Civil Engineering from the University of
Virginia, a master’s of Civil Engineering from
Georgia Tech, and an MBA from Boston
University.
Lt. Gen. Robert B. Flowers, P.E.,

Following his graduation
and commissioning from
the Virginia Military
Institute in 1969, Lt.
Gen. Robert B. Flowers
completed Airborne and
Ranger training, began
his career as an Engineer
Officer, and obtained a master’s degree in
Civil Engineering from the University of
Virginia. Operational deployments took him
into command positions during Operations
Desert Shield and Desert Storm, and into
Somalia and Bosnia. Before his selection as
Chief of Engineers and Commanding General
of the US Army Corps of Engineers, Flowers
served as Commanding General of the
Maneuver Support Center at Ft. Leonard
Wood, MO.
R. Adm. Michael R. Johnson, P.E., F.ASCE,
Commander, Naval Facilities Engineering
Command and Chief of Civil Engineers,
US Navy
Rear Admiral Michael R.
Johnson assumed his
current duties in October
2000. He previously was
triple-hatted as
Commander, Atlantic
Division, NAVFAC;
Commander, Second
Naval Construction Brigade; and Director,
Shore Activities Readiness, Commander-in-Chief,
US Atlantic Fleet, Norfolk, VA. He
received his bachelor’s degree in Civil
Engineering from the University of Colorado,
Boulder, and in 1972 joined the Civil
Engineer Corps. He also holds a bachelor’s
degree in Business/Economics from Chapman
College and earned master’s degrees in Civil
Engineering and Public Works Management
at the University of Pittsburgh.
F. Joseph Moravec,
Commissioner of Public Buildings Service,
US General Services Administration
Named Commissioner of
Public Buildings Service in
2001, F. Joseph Moravec is
in charge of one of the
major federal construction
programs, including federal
courthouses, as well as asset
management for more than
330 million square feet in
more than 8,000 public and private buildings
accommodating more than 1 million
federal workers. In recent months following
the Sept. 11 terrorist attacks, he has led
relocation efforts for 2,800 displaced workers
at the Pentagon and in New York City.
Prior to his appointment, he served as
Senior Advisor for Business Development at
George Washington University and had a
long career as a real estate executive.
Charles E. Williams,
Director and COO, Bureau of Overseas
Buildings Operations,
US Department of State
Charles E. Williams holds a
bachelor’s degree from
Tuskegee Institute and a
master’s degree in Business
Administration from the
University of Atlanta. He
attended the Senior Manager
in Government program at Harvard
University. He spent nearly 30 years with
the US Army Corps of Engineers. After retiring
in 1989 as a distinguished Major
General, he served as President and COO of
the New York City School Construction
Authority, the largest school building program
in the nation. In his current position
with the State Department, he manages the
day-to-day activities of construction management,
real estate, operations and maintenance,
design and engineering, planning and
programming, and budget management of
more than 15,000 facilities in multiple locations
overseas.
As in the past, this Federal Forum will be videotaped
and made available for presentation to students,
local ASCE Sections, and company groups.
