The CEO Forum is a unique opportunity to hear engineering and construction industry leaders discuss critical issues facing our profession now and in the future. The forum format provides a free-flowing, unscripted, lively exchange among the panelists as they address professional and business topics of interest to all.Discussions will be followed by questions from the audience.

Henry J. "Hank" Hatch completed a distinguished 35- year career in the US Army in 1992, retiring after serving as Chief of Engineers and Commander of the US Army Corps of Engineers. His missions included military construction and environmental engineering for the Army, Air Force, and the Army's civil water resources program, while commanding more than 40,000 members of the Corps. More recently, he served as Chief Operating Officer for the American Society of Civil Engineers. Hatch continues to be active with ASCE and the American Association of Engineering Societies, National Research Council, the Society of American Military Engineers, and the Engineering and Technology Exploring Program of the Boy Scouts of America.

Paul J. Choquette, Jr.

Paul J. Choquette, Jr.
is Chairman of Gilbane Inc., parent company of Gilbane Building Company and Gilbane Properties. Mr. Choquette was previously Chairman and CEO of Gilbane Building Company, a position to which he was elected in 1997, and President of Gilbane from 1981 to 1997. He is the sixth consecutive family member to lead the company since its founding in 1873. He also serves as Chairman of the Board of Gilbane Properties, Inc., a real estate development sister company of Gilbane Building Company.

Mr. Choquette joined the company as General Counsel in 1969. He was elected Vice President in 1971 and served in that office until his appointment as Executive Vice President in 1975. Prior to joining Gilbane, Mr. Choquette was associated with the law firm of Edwards & Angell in Providence, RI, and served as legal counsel to Rhode Island Governor John H. Chafee for two years. He received his bachelor's degree from Brown University in 1960 and LL.B. degree from Harvard Law School in 1963.

Mr. Choquette is a Trustee Emeritus of Brown University, where he was a football and track star. He is also a director of the National Football Foundation and College Hall of Fame.



Linda Figg

Linda Figg
leads a family of engineering companies, which exclusively specializes in bridges and is focused on Creating Bridges as Art. In the past 26 years, the firm has worked on bridges with construction values exceeding $6 billion and owners of these bridges have received 198 design awards, including three Presidential Awards through the National Endowment for the Arts. For 20 years prior to assuming leadership of the firm in 2002, Ms. Figg worked closely with her father, Eugene C. Figg, who founded the firm. From 1995 to 2002, she served as Executive Vice President of Operations of Figg Bridge Engineers, Inc. Ms. Figg holds a Civil Engineering degree from Auburn University. She is a Board Member of the American Road & Transportation Builders Association (ARTBA) and a member of the Construction Industry Round Table (CIRT).



JJ Suarez

JJ Suarez
obtained his BS in Civil Engineering from the University of Puerto Rico and his MS and Ph.D. in Civil/ Structural Engineering from Cornell University.

Fresh out of graduate school, Dr. Suarez was recruited by Structural Dynamics Research Corporation (SDRC), then a fledgling company focused on solving complex structural and mechanical problems in the automotive, aerospace, and manufacturing industries applying Computer Aided Engineering (CAE) technologies. His expertise in Finite Element Analysis gained through his research at Cornell made it possible for SDRC to become a world leader in CAE technology in five years. SDRC was in the process of going public in 1986 at the time when he decided to join Belcan Engineering.

As President of Belcan Engineering, Dr. Suarez led the planning, implementation, and supervision of several strategic alliances and long-term programs with public- and private-sector organizations, including Procter and Gamble, Eli Lilly, General Electric, DuPont, and General Motors. During his tenure, the company grew from about 400 employees to more than 1,200. In 1996, he bought a Belcan subsidiary and established CSA Group, a full-service project delivery firm, serving Transportation, Utilities, General Building, and Industrial sectors. With more than 500 employees, CSA is the largest Hispanicowned project delivery firm in the nation and provides architectural, engineering, environmental, project and program management services through several offices in the US, Caribbean, and Central America.

Dr. Suarez was born in Havana, Cuba in 1949, fled to Miami with his parents in 1960, and became a US citizen in 1972. He holds a commercial pilot's license and is an avid reader and golfer. He also holds professional engineering licenses in 11 states.



Steven T. Halverson
President and CEO, The Haskell Company, Jacksonville, FL

Steven T. Halverson
is President and Chief Executive Officer of The Haskell Company, an integrated design-build organization with operations throughout the US and Latin America. He has been responsible for design and construction of numerous highly acclaimed, large-scale projects throughout the US.

Halverson received his BA from St. John's University (Minnesota), his Juris Doctorate degree from American University, and has completed post-graduate work at Dartmouth University's Tuck School of Business.

He is co-author of two books, Federal Grant Law and Construction Law Update - 1997, and numerous articles in professional publications, including The Future of the Construction Industry, published in 1997. He has spoken internationally on construction and environmental issues.

Active in civic and professional organizations, he is past Chairman of the Design Build Institute of America and has served as a National Director of the Associated General Contractors of America. Currently, he is a Trustee of the National Center for Construction Education and Research and the Foundation for Integrated Services, and a Director of the Construction Industry Roundtable. Florida Gov. Jeb Bush appointed him a founding Trustee of the University of North Florida, where he serves as Vice-chair, and a member of the Florida Council of 100. He is Board Chair for the Lowell Whiteman School, Steamboat Springs, CO, and a past member of advisory boards at Purdue University and the University of Colorado. He also is a trustee for the Annenberg Council for Educational Change in Miami and Chair-elect of the Jacksonville Symphony.

The CEO Forum Luncheon - a collaborative event of ASCE's Committee on Leadership and Management, Environmental and Water Resources Institute, and International Activities Committee - will feature an awards presentation at which the Committee on Leadership and Management will honor engineering management leaders and winners of The Journal of Management in Engineering Best Peer Reviewed Paper Award, Leadership and Management in Engineering Best Feature Article Award, and Young Government Civil Engineer of the Year Award. Patricia D. Galloway, P.E., PMP, F.ASCE,ASCE President 2004, will present the awards.

2004 JOHN I. PARCEL-LEIF J. SVERDRUP CIVIL ENGINEERING MANAGEMENT AWARD RECIPIENT:

RADM David J. Nash
CEC USN (Ret.), P.E., M.ASCE


The Parcel-Sverdrup Award is given annually to an individual who has demonstrated outstanding engineering management leadership, exemplary character, and professional integrity.Admiral David J.Nash has personified these traits in both the US Navy and private sector. Currently serving as the Director of the Coalition Provisional Authority's Program Management Office (CPAPMO) in Iraq, Nash manages an $18.4 billion budget provided by the US to support the reconstruction of Iraqi infrastructure.His naval service included the dual position of Commander of Naval Facilities Engineering Command and Chief of Civil Engineers.Upon retiring from the Navy, he had a distinguished career with Parsons Brinckerhoff Construction Services.


2004 EDMUND FRIEDMAN PROFESSIONAL RECOGNITION AWARD RECIPIENT:

James K. Michels, P.E., M.ASCE

This award is given annually to an individual who has contributed substantially to the status of the engineering profession. James K. Michels has achieved this status by promoting the profession to young people, mentoring young engineers, promoting continuing professional education, improving the Civil Engineers' standing in the community through active involvement in community and professional issues over the last 40 years. Mr.Michels has managed the planning, design, and construction of water works, wastewater systems, and transportation projects, and has been closely involved in water-related issues Illinois. He is President of Engineering Enterprises, Inc.


2004 GOVERNMENT CIVIL ENGINEER OF THE YEAR AWARD RECIPIENT:

Steven C. McCutcheon, Ph.D., P.E., M.ASCE

Steven McCutcheon is recognized for his sustained outstanding Civil Engineering performance in the public sector as a National Expert and Senior Environmental Research Engineer at the US EPA National Exposure Research Laboratory.He has expertise in the field of phytoremediation (waste management using green plants) and ecological engineering, and is charged with developing and refining scientific/engineering methods to support policy making in environmental protection.He is the author of numerous publications and has advised several communities on ecological engineering issues.


2004 CIVIL GOVERNMENT AWARD RECIPIENT:

Jose Abreu, P.E., M.ASCE

Jose Abreu is acknowledged for his sustained meritorious service in government, where his skills in promoting public transit and inter-modal transportation solutions to accommodate Florida's rapid growth led to his 2003 appointment as Florida's Secretary of Transportation. He has responsibility for approximately 8,000 employees and a $6 billion budget. Prior to serving as secretary, Mr.Abreu was FDOT's District Six Secretary for Miami-Dade and Monroe Counties.

Featured at the CEO Forum Luncheon will be the presentation of the Institution of Civil Engineers'
