International Delegations Luncheon with the ASCE Board of Direction


Join us for a cordial luncheon, affording the opportunity for ASCE Board members and honored international guests to make an acquaintance and initiate conversations on professional matters of mutual interest. Thanks to efforts of ASCE's International Activities Committee (IAC), this event will begin a day of immense value for the global engineering community.

LTG Robert B. Flowers, P.E., M.ASCE, Chief of Engineers, US Army Corps of Engineers
CAPACITY BUILDING

General Robert Flowers will address "Capacity Building," that is, the building of human, institutional, and infrastructure capacity to help societies develop secure, stable, and sustainable economies, governments, and other institutions through mentoring, training, education, physical projects, the infusion of financial and other resources, and,most importantly, the motivation and inspiration of people to improve their lives. Following his graduation and commissioning from the Virginia Military Institute in 1969, Flowers completed Airborne and Ranger training, began his career as an Engineer Officer, and obtained a master's degree in Civil Engineering from the University of Virginia. Operational deployments took him into command positions during Operations Desert Shield and Desert Storm, and into Somalia and Bosnia. Before his selection as commander-inchief of the Corps, Flowers served as Commanding General of the Maneuver Support Center at Ft. Leonard Wood, MO. Flowers was keynote speaker at the NASHVILLE 2003 Civil Engineering Conference & Exposition.

International Roundtable


The International Roundtable continues the discussions and presentations originating from the International Luncheon topic,"Capacity Building," and provides further points of discussion on "Technical Capacity Building in Developing Countries." The moderator and panelists who lead the discussions are selected from government, academic, and private institutions. Officers of ASCE's Agreements of Cooperation Societies (ASCE's international counterparts) will be active participants in the session by providing oral presentations in response to the issues raised by the panelists.
The International Roundtable offers an opportunity for exchange of valuable information among Civil Engineering leaders worldwide and engages them in a focused debate on many global Civil Engineering challenges.

2004 TOPIC:
TECHNICAL CAPACITY BUILDING IN DEVELOPING COUNTRIES

In the pursuit of a more secure, stable, and sustainable world, developing countries seek to enhance their human, institutional, and infrastructure capacity. To do so, they need a solid base of technologically prepared people in order to effectively improve their economies and quality of life. Such a base of qualified engineers and technologists will facilitate the infusion of foreign capital by attracting multinational companies to investment in the developing country, assisting in making the most of foreign aid funds, and providing a basis for business development by local entrepreneurs. In a coordinated approach, the United Nations Education Scientific and Cultural Organizations (UNESCO) and the World Federation of Engineering Organizations (WFEO) are mounting major efforts at technical capacity building in developing countries.
The 2004 ASCE International Roundtable will focus on these capacity-building efforts, and will explore ways in which the Civil Engineering community worldwide can effectively contribute its expertise to this worthwhile movement.
