The Coastal Zone Management Act (CZMA) made it the policy of the United States "To preserve, protect, develop, and where possible, to restore or enhance, the resources of the nation's coastal zone." Section 309 of the CZMA (Coastal Enhancement Grants) provides grants to states' coastal zone management programs to address the impact of coastal hazards. As the primary policy, planning, and regulatory authority within the coastal zone, coastal managers are tasked with the monumental endeavor of understanding and coordinating efforts to address the impact of coastal hazards. The complexity of a coastal manager's position cannot be overstated. Serving as the bridge between science and policy, coastal managers use a holistic approach to make informed, rational, and scientifically sound decisions. At its core, successful coastal management requires three things: expertise from the physical, biolocial, and social sciences;a broad understanding of the players and authorities governing the coastal zone; and insight into the multiple perspectives of stakeholders.

The purpose of this course is to help hazards professionals to better understand the role of the coastal zone manager in addressing hazards. This will be accomplished by presenting participants with information and insights on how coastal managers meet the challenge of addressing complex issues using accumulated scientific knowledge within the legal and administrative framework of coastal zone management. Case studies related to natural hazard mitigation are used to illustrate key concepts. This four-hour course is offerend by the NOAA Coastal Services Center. By attending this course you will earn 4 PDHs.
