G. Tracy Mehan III,
Assistant Administrator for Water,
US Environmental Protection Agency,
Washington, DC


Tracy Mehan heads EPA's Office of Water, responsible for implementing the Clean Water and Safe Drinking Water Acts, and targets pollution prevention wherever possible to reduce risk for people and ecosystems. Mehan was previously Director of the Office of Great Lakes in the Michigan Department of Environmental Quality. He was EPA Associate Deputy Administrator (1992 to 1993) and Director of the Missouri Department of Natural Resources (1989 to 1992). He is a graduate of St. Louis University and St. Louis University Law School.

Darryl DavisSURFACE WATER PRESENTER:
Darryl Davis, Director,
US Army Corps of Engineers
Hydrologic Engineering Center (HEC), Davis, CA


Darryl Davis has served in the water resources field for 38 years; 32 of those years with the HEC and the last 13 as its Director, leading a staff of 40 engineers and computer scientists. They perform hydrologic engineering and water resources planning research, training, and technical assistance studies to support the Corps. Davis holds a BS (California State University, Fresno) and an MS (Stanford University). He is author/co-author of more than 60 technical papers and major reports, ranging from surface water hydrology to flood control planning and flood damage computations.

Julian Hinds Water Resources Development Award Lecture
This lecture will be presented by the 2003 Julian Hinds Awardee(s), either the author(s) of a paper judged to make the most meritorious contribution to the field of water resources development, or an individual for notable performance, long years of distinguished service, or specific actions that advanced engineering in the field of planning, development, and management of water resources. The award consists of a plaque, certificate, and cash prize.

Simon W. Freese Environmental Engineering Award Lecture
The 2003 Simon W. Freese Lecture will be offered by an eminent environmental engineer, selected to receive the recognition along with a certificate and cash prize.

EWRI Awards Luncheon
A cornucopia of awards - from Journal Awards to Student Technical Paper Competition Awards - will be presented on this occasion, which begins with a seated luncheon and includes our international presenter.

Dr. Vladen BabovicINTERNATIONAL PRESENTER:
Dr. Vladen Babovic, Researcher,
DHI Water & Environment, Hørsholm, Denmark


Dr. Babovic holds Ph.D. degrees from IHE-Delft and Technical University Delft (The Netherlands). He heads Emerging Technologies at DHI - Water & Environment (Denmark), and is Adjunct Professor at the Universities of Idaho and Iowa and guest lecturer at National University Singapore, IHE-Delft, and Danish Technical University. He is author of two books, co-editor of two conference proceedings, and author of more than 100 peer-reviewed publications. Recipient of the Talent Award (Danish Academy of Technical Sciences, 1998) and Arthur Thomas Ippen Award (International Association for Hydraulic Research,1999), he focuses his research into artificial intelligence, hydroinformatics, and data mining/knowledge discovery.

Carol CollierREGIONAL PRESENTER:
Carol R. Collier, Director,
Delaware River Basin Commission,
West Trenton, NJ


Carol Collier holds the lead role in protecting, enhancing, and developing the water resources of the Delaware River Basin as policy maker, regulator, planner, manager, and mediator on behalf of Delaware, Pennsylvania, New Jersey, and New York, with the federal government. A graduate of Smith College (BA, Environmental Biology) and the University of Pennsylvania (Masters in Regional Planning), she was Regional Director of the Pennsylvania Department of Environmental Protection's Southeast Region and a member of the 21st Century Environment Commission.

Howard NeukrugLOCAL PRESENTER:
Howard Neukrug, Director,
Office of Watershed,
Philadelphia Water Department,
Philadelphia, PA


Mr. Neukrug directs watershed management and planning activities for the Philadelphia Water Department, a large urban drinking water, wastewater, and storm water utility. He is responsible for implementing stakeholder-based regional partnerships; managing the City's wet weather, CSO, and source water protection programs; and protecting/restoring all the City's rivers and streams. A graduate of the University of Pennsylvania's Civil and Urban Engineering program, he has 20+ years experience in utility management/operations, strategic planning/research, water quality/treatment optimization, capital programming, environmental policy/affairs, and "future visioning."

Ven Te Chow Hydrologic Engineering Award Lecture
The Ven Te Chow Award recognizes lifetime achievement in the field of hydrologic engineering . The awardee will present the lecture on a hydrologic topic and will, in turn, receive a crystal plaque, certificate, and cash prize.
