"Critical Transitions in Water & Environmental Resources Management: Understanding the Past - Shaping the Future!"Challenged by existing and projected water and natural resources shortfalls and catastrophes, Congress attendees will critically examine past goals and practices, build on opportunities in areas of successful accomplishment, and learn to improve in areas where we did not succeed.As an organization and as environmental and water professionals, we reach out to work with other professionals and non-professionals to better understand and manage our resources in the future, and to better integrate our knowledge and scientific, engineering, and management efforts and abilities across the various hydrologic media (ie., atmospheric, surface water, and ground water); among various disciplines (ie., engineering, hydrology, policy, law, socioeconomic, and ecology); among user sectors and among the various stakeholders. The 2004 EWRI Congress Steering Committee, working closely with EWRI Councils and Committees, received well over 1,000 submissions for presentation. Many of the Councils and Committees developed and are managing their own specialty symposia, yet there is an unprecedented level of coordination between these groups, allowing the Congress to become much greater than the sum of its parts.
