Special EventsPlenary SessionMonday, March 26, 2007 | 8:30-10:00 a.m.Welcome Address:Stanley White, P.E., Chairman- COPRI Ports and Harbors Committee Matthew Martinez, S.E., Chairman – Portstm 2007 Organizing Committee Kickoff Address: Steve Iselin, P.E., Chief Engineer and Assistant Commander Capital Improvements Naval Facilities Engineering Command (NAVFAC) Steve Iselin is the Chief Engineer and Assistant Commander for Capital Improvements, which provides Navy, Marine Corps, and other Defense Agencies with facilities engineering design and construction, to ensure infrastructure effectively and efficiently supports operational requirements. As the Chief Engineer, Mr. Iselin is the final technical authority for Navy on-shore facilities engineering policy, standards and criteria. He is also responsible for NAVFAC's Military Construction and Ocean Facilities Programs. Mr. Iselin is a member of the Senior Executive Service and has led the NAVFAC Base Development (BD) Directorate, and NAVFAC's Anti-Terrorism & Force Protection (ATFP) Program. Prior to these positions, he completed a 20-year career as a Navy Civil Engineer Corps Officer. Steve holds a Bachelor of Science in Civil Engineering from the University of Notre Dame (1980) and a Master of Science degree in Management from the Naval Postgraduate School (1986). He has been a certified Acquisition Professional, and is a registered professional engineer in Wisconsin and Virginia. Keynote Address:Captain Paul E. Wiedenhoeft,Commander of the Coast Guard Sector Los Angeles/Long Beach Captain Wiedenhoeft is the Commander, Captain of the Port, and Federal Maritime Security Coordinatorfor the U.S. Coast Guard's Sector Los Angeles-Long Beach. His area of responsibility stretches approximately320 miles along the California coast. Within this area, he is directly responsible for port safety and security, maritime law enforcement, search and rescue, and shoreside aids to navigation. This area of responsibility includes the Los Angeles-Long Beach port complex (the nation's largest), as well as Port Hueneme. During his Coast Guard career, Captain Wiedenhoeft has sailed in five Coast Guard cutters, commanding a patrol boat, a buoy tender, and a medium endurance cutter while conducting all Coast Guard missions afloat from the waters ofSoutheast United States, the Caribbean Sea, Western and North Pacific Ocean, and to the Bering Sea and Arctic Circle. Young Professionals Reception: All young professionals attending the conference are encouraged to join the COPRI and PIANC leadership at the Young Professional Welcome Reception, Sunday, March 25, at 5:30 p.m. This event is a great opportunity for young professionals—all attendees under 40 years of age—to meet and mingle with others in their early careers, and engage with the COPRI Governing Board and PIANC Board of Commissioners in a relaxed, informal setting. Both organizations value the participation and visibility of their younger members through technical and networking exchanges. This Welcome Reception provides a relaxed, social forum for all young professionals to network with their peers and senior industry leaders. Awards Luncheon:Monday, March 26, 2007 | 12:00-1:30 p.m. Major General Don T. Riley Director of Civil Works, U.S. Army Corps of Engineers.Join us for this notable lunch that includes a presentation from Major General Don T. Riley, Director of Civil Works, U.S. Army Corps of Engineers. Major General Don T. Riley became the Director of Civil Works, U.S. Army Corps of Engineers, Washington DC, on July 1, 2004. As such, he manages the Army's $5 billion annual Civil Works Program, the nation's primary planner, designer, builder and operator of flood control, navigation, environmental restoration, and multiple-purpose water resource projects. Civil Works projects also provide hydroelectric power, water supply, recreation and natural and cultural resource management on 12 million acres of land and water. Additionally, the Civil Works Program regulates construction in navigable waters and dredging and filling in waters of the United States, including wetlands. Civil Works responsibilities also include emergency flood fighting, recovery operations and providing emergency engineering and public works support in the event of natural or manmade disasters. As Director, General Riley is also the President of the U.S. Section of the International Navigation Association (PIANC), President of the Corps' Coastal Engineering Research Board, and Executive Director of the Inland Waterways User Board. General Riley came to the Corps of Engineers Headquarters following Command of the Corps' Mississippi Valley Division (MVD) in Vicksburg, Mississippi. There he oversaw the work of six Engineer Districts that maintained the Mississippi River- the nation's busiest inland waterway and port complex – and its tributaries for navigation, flood control and other purposes from the headwaters in Minnesota to the Gulf of Mexico. Prior to commanding MVD, General Riley was the Deputy Chief of Staff (Engineer) of U.S. Army Europe, headquartered in Heidelberg, Germany. A native of Hayward, California, General Riley is a graduate of the United States Military Academy at West Point, N.Y., and was commissioned a second lieutenant in the Corps of Engineers in 1973. He earned a master's degree in civil engineering from the University of California, Berkeley, and is a Registered Professional Engineer in California. He is also a graduate of the U.S. Army Command and General Staff College, School of Advanced Military Studies, and the United States Army War College. This lunch will also include the presentation of the highly regarded Moffatt-Nichol Award. This award was established in 1977 and was endowed by the firm of Moffatt & Nichol Engineers, in honor of John G. Moffatt and Frank E. Nichol. The award is designed to recognize new ideas and concepts that can be efficiently implemented to expand engineering or construction techniques available for harbor and coastal projects. Each year, the Moffatt-Nichol Award is given to a member of ASCE, who has made significant contributions to the fields of harbor and coastal engineering, either through written publication or practical service. One ticket to this event is included in a Full Registration; additional tickets are available in advance or at the Conference Registration Desk. The cost per ticket is $50. Speaker Breakfast March 26 – 28, 2007 | 7:00-8:00 a.m. Join fellow presenters for this speakers-only breakfast. This is a great opportunity to meet with your moderator and the other speakers in your session. This breakfast is only offered to speakers, and verification must be provided showing that you are speaking at the conference. U.S.S. Midway Tuesday, March 27, 2007 | 6:00- 10:00 p.m. Join us on Tuesday evening for our gala event on the U. S. S. Midway on San DiegoBay. The Midway is the longest-serving aircraft carrier in U.S. Navy history. Its active service includeda 47-year odyssey that spanned the end of WWII to the liberation of Kuwait in 1991. Located in downtown San Diego at Navy Pier, the Midway provides a dynamic and enriching experience "from boiler to bridge." Besides the ship itself, the Midway Museum contains numerous restored airplanes, jets and helicopters, as well as flight simulators and other exhibits. A sit-down dinner is scheduled to be served on the flight deck with the dramatic lights of downtown San Diego in the background and stellar view of San Diego Bay on all sides.
