Kickoff Address

Admiral Thomas H. Collins, Commandant, U.S. Coast Guard

Admiral Thomas H. Collins assumed the duties of Commandant of the U.S. Coast Guard on May 30, 2002. Prior to becoming Commandant, he served as the Coast Guard's Vice Commandant from 2000-02, where he created the Innovation Council, spearheaded servicewide process improvement initiatives, and directed system enhancements as the Coast Guard Acquisition Executive. From 1998-2000, he served as Commander of the Pacific Area and Eleventh Coast Guard District, where he developed the successful Coast Guard response to the increase in illegal drug and migrant smuggling traffic in the Eastern Pacific. His other flag assignments include serving as Commander of the Fourteenth Coast Guard District in Honolulu, Hawaii, and Chief of the Office of Acquisition at Coast Guard Headquarters.

Collins graduated from the Coast Guard Academy in 1968 and later served as a faculty member within the Humanities Department. He earned a Master of Arts degree in Liberal Studies from Wesleyan University and a Master of Business Administration from the University of New Haven.

Keynote Address

Major General Carl T. Strock, Director of Civil Works, U.S. Army Corps of Engineers.

Major General Carl T. Strock received his first exposure to Corps of Engineers Civil Works in 1980 while serving as a Project Officer on the Tennessee-Tombigbee Waterway. Following transfer to the Engineer Branch in 1983, he commanded several engineering divisions, including the Pacific Ocean and Northwest Divisions of the U.S. Army Corps of Engineers (USACE). In September 2001, he became the Director of Military Programs at USACE headquarters in Washington, D.C. In September 2003, Strock returned from a sevenmonth tour of duty in Iraq as the Deputy Director of Operations for the Coalition Provisional Authority. He currently serves as the Director of Civil Works at USACE headquarters, where he will manage the execution of a $5.0 billion annual civil works program focused on the nation's water resources challenges.

Strock will discuss USACE's role in addressing the current challenges facing the U.S. port system, including a review of ongoing deepening projects, current studies, and new research initiatives, such as regional sediment management.
