Staff Biographies: Government Relations and
Infrastructure Initiatives

Brian Pallasch, Managing Director, Government Relations and Infrastructure Initiatives. Brian leads ASCE's lobbying efforts and manages the Washington, D.C. Office. He is a graduate of the University of Southern California and the American University. He lives in Alexandria, VA with his wife and two kids.

Michael Charles, Senior Manager, Government Relations. Mike handles water and environmental policy issues and is a graduate of Michigan State University and Northwestern University. He lives in Silver Spring, MD with his wife and son.

Martin Hight, Senior Manager, Government Relations. Martin handles education and hazards policy issues and is a graduate of the University of North Carolina – Wilmington. He lives in Germantown, MD with his wife and two kids.

Leslie Nolen, Senior Manager, Grassroots Programs and State Government Relations. Leslie manages ASCE's grassroots lobbying and the Key Contact Program. She is a graduate of the College of William and Mary and lives in Arlington, VA.

Allison Dickert, Manager, Issues Development. Allison leads the research and development for ASCE's Report Card for America's Infrastructure. She is a graduate of Virginia Commonwealth University and the George Washington University and lives in Arlington, VA.

Adam Gagnon, Manager, State Government Relations. Adam runs ASCE's state government relations and staffs the Coalition to Advance the Profession of Engineering. He is a graduate of the University of New Hampshire and lives in Springfield, VA.

Catherine Tehan, Manager, Critical Infrastructure. Cathy manages ASCE's Committee on Critical Infrastructure and The Infrastructure Security Partnership. She is a graduate of Niagara University and lives in Arlington, VA.

Caroline Macheska, Coordinator, Government Relations. Caroline provides support for the entire Washington Office. She is a graduate of Villanova University and lives in Washington, DC.
