Potenciano A. Leoncio Jr., P.E., received his bachelor's degree in civil engineering from the University of Santo Tomas in Manila and earned units in construction management from the Construction Industry Board at the Polytechnic University of the Philippines. Leoncio is the principal associate of P.A. Leoncio Jr. and Associates of Manila, Philippines. An active ASCE member for the past 13 years, Leoncio was a co-signatory to the first ASCE and Philippine Institute of Civil Engineers (PICE) agreement of cooperation, and proposed the first Civil Engineering Conference in the Asian Region (CECAR-1) held in Manila in 1998. Leoncio organized ASCE's Philippines International Group in 2000, and after acting as the group's president, was appointed executive director by the board of trustees. He is a corresponding member of ASCE's Membership and International Activities committees and is active in ASCE's Construction Institute.
