Meet Your Instructors
Nageshwar R. Bhaskar, Ph.D., P.E., Professor, Department of Civil and Environmental Engineering, University of Louisville. His professional expertise includes: storm water management; hydrologic and hydraulic analysis of dams; reservoir operation modeling water quality in surface water systems; and modeling of water resources systems using simulation methods.
W. Mark McGinley, Ph.D., P.E., M.ASCE, is a structural engineer and building scientist with over 20 years of research and forensic engineering practice in building systems. He is an expert in masonry building systems, specializing in masonry building envelopes. He is Professor and Endowed Chair of Infrastructure Research, Civil and Environmental Engineering, University of Louisville.
Richard M. Miller, Ph.D., P.E., M.ASCE, is a faculty member in the area of structural engineering and civil engineering materials at the University of Cincinnati. His main research focus is on large scale testing of prestressed/precast concrete bridges with a secondary focus on concrete materials. The results of Dr. Miller’s research have been used to justify changes to the AASHTO LRFD Bridge Specifications.
J.P. Mohsen, Ph.D., M.ASCE, Course Director for ASCE’s P.E. Civil, P.E. Structural and P.E. Environmental Exam Review courses, is Professor and Chair of the Civil and Environmental Engineering Department, University of Louisville, Louisville, Kentucky. For over 35 years, he has taught courses in civil engineering, including structural analysis and design, surveying, construction materials, pavement design, and structural dynamics.
Cathy Price, CHMM, RS, has nearly 15 years of experience in the hazardous waste industry. She has worked in the consulting industry and for state and local government. Since 2006, Cathy has been employed at the University of Louisville’s Department of Environmental Health & Safety.

Mark Saliga, P.E., is an engineer with Shield Environmental Associates and has over 16 years of experience in remedial action design and construction management for Leaking Underground Storage Tank projects, Uncontrolled Hazardous Waste sites, Resource Conservation and Recovery Act facilities, brownfield sites, and various solid waste management facilities.
Jo Anne Tingle, P.E., has been involved in Traffic and Transportation Engineering for over 20 years, including managing a central safety program for the Kentucky Transportation Cabinet. She is currently an International Member of the Institute of Transportation Engineers (ITE).
Gerald T. Vandevelde, P.E., M.ASCE, has over 25 years of experience with both international consulting firms and smaller regional firms. He has extensive experience in most facets of soil and materials laboratory testing, slope stability analysis, dam design, landfill design, geophysical methods, field instrumentation, failure analysis, various forms of deep foundations, and other geotechnical or materials concerns.
Terry Weigel, Ph.D., P.E., S.E., M.ASCE, is Professor Emeritus, Department of Civil and Environmental Engineering, University of Louisville. He was a primary author of the 4th and 5th Editions of the Masonry Designers’ Guide.
Michael Wenning, P.E., F.ASCE, is manager of American Structurepoint’s Bridge Department. Responsible for design and plan development, he is the chief bridge engineer. During his career, he has been involved in over 400 bridge rehabilitation and widening projects throughout Indiana. Mike has been involved in the design of over 100 new and replacement bridges.
Andrew J. Winfrey, P.E., M.ASCE, has been involved in the planning, design, construction management, and monitoring of water treatment plants, wastewater treatment plants, sanitary landfills, and hazardous waste management for cities, counties, states, and major industries.
