Homeland Security Budget Increases While FEMA's Budget Decreases The Department of Homeland Security gets a request of $42.7 billion, up from $40.3 enacted for FY 2006. Included is $1.7 billion for Disaster Relief (Federal Emergency Management Agency — FEMA). A decrease of $171 million over FY 2006 enacted. Among specific line items:
