Mr. Khinda is Seismic Expert for NYCDOT Division of Bridges for last 15 years and became Fellow of ASCE in 1993. He has guided the generation of site-specific ground motions which all in NYC area could use and helped develop the new seismic design criteria guidelines for seismic evaluation and retrofit of our long span bridges including the historic and landmark Brooklyn, Manhattan, Williamsburg, Queensboro bridges and 25 movable bridges. Prior to that, he spent 20 years in seismic design and analysis of nuclear power plant structures and systems. Since 1984, he has been very active in ASCE Met Section Executive Committees of Structures, Construction, and Infrastructure groups. In 1995, as Chair of the Construction Group, he introduced NYC engineering community to Seminar: “Seismic Isolation Retrofit of Structures” on Feb. 6-7, 1995, just two weeks after M7.1 Jan. 17, 1995 Kobe, Japan Earthquake, by inviting the pioneers and experts in the field. Again in 2001, 2004, 2007, and 2012, he presented four seminars on: “New Trends in Seismic Evaluation and Retrofit of Structures” among many other topics. Presently, he is President-Elect Met Section. He received Met Section Thomas C. Kavanagh Service Award in 1991. At the ASCE national level, he has been member of Seismic Effects; Performance-Based Design of Structures; Seismic Performance of Bridges Committees since 1994 and has presented papers and sessions at many Structures Congress Conferences on seismic issues. He has also been author of numerous papers on Rehabilitation and Seismic Retrofit of Bridges at International Bridge Conferences at Pittsburgh, PA, especially the Manhattan Bridge paper which has also been published in India and its Japanese translation in Japan. He is on Board of Directors and was the founding member of newly opened EERI NY-Northeast Chapter. He has BA form Punjab University; B.Tech(Hons.) Civil Engineering from Indian Institute of Technology, Kharagpur; MSCE and Mechanics Engineer Degrees from Columbia University in NYC. He is a licensed Professional Engineer from NY State.
