Dr. William H. Espey currently serves as the president of Espey Consultants, Inc. Previously he served as senior scientist and director of the Ocean Sciences and Water Resources Department of TRACOR, Inc., and president of Espey, Huston, & Associates, Inc.
Dr. Espey's teaching and research experiences have focused primarily on the fields of water resources and oceanography. He has taught courses in hydraulics and hydrology, mechanics of materials and fluid mechanics, and his research has been concerned with flood frequencies, urban hydrology, cohesive sediments, mixing and diffusion in estuary systems, free surface flow and photogrammetry. He has also participated in a number of major water supply projects, including the 100 mgd expansion of the Ulrich Water Treatment Plant and the review of Rio Rancho Utilities Corporation's water and wastewater systems. Dr. Espey is currently involved with the City of Austin on a project to develop system design criteria and engineering specifications for storm water pumping systems and storm water irrigation systems.
The U.S. Army Corps of Engineers, Chicago District, has appointed Dr. Espey to serve as chairman of all the five Lake Michigan Diversion Committees. The current committee evaluates the accounting procedures and methodology used in determining of diversion from Lake Michigan and ascertains whether or not the methods were in accordance with the "best current engineering practice and scientific knowledge." Serving over twenty years of these committees, Espey has made significant contributions to Lake Michigan diversion issues.
Within the American Society of Civil Engineers, Dr. Espey has served as the chairman of the 1st International Water Resources Engineering and International Groundwater Management Symposium, a diplomat of the American Academy of Water Resource Engineers and a member of the Programs Committee of the Hydraulics Division. He received bachelor's, master's and doctorate degrees in civil engineering from the University of Texas at Austin.
