DENNIS R. MARTENSON, P.E., DEE, F.ASCE BIOGRAPHICAL STATEMENT Dennis Martenson, consulting environmental engineer and senior project manager with CDM in St. Paul, Minnesota, a world leader in environmental engineering, has been very active in ASCE, numerous other engineering associations and the University of Minnesota in over 35 years of active service to the profession.

Over, P.E., has been the Ohio DOT, District 12 Construction Engineer since 1994. He is responsible for construction contract administration of state and FHWA highway and bridge projects in the Cleveland area. This effort includes financial and administrative review and approval of contract changes, dispute resolution, EEO/DBE and prevailing wage compliance, local-let project oversight, inspection and materials testing. Mr. Over currently serves on statewide, cross-division committees for cost accounting and local-let project administration and construction division committees for contract administration and critical inspection/quality assurance reviews. He also serves as the only professional engineer member of his city's planning commission. Professional Recognition: Professional Engineer, Ohio, 1983 Education: B.S. Civil Engineering, The Ohio State University, 1983 Blaine Leonard, P.E., M.ASCE BIOGRAPHICAL STATEMENT Blaine D. Leonard, P.E., is a Senior Research Project Manager with the Utah Department of Transportation in Salt Lake City. He is responsible for the I-15 National Test Bed program, and a wide variety of geotechnical, structural, seismic, environmental, and traffic safety research efforts. Prior to joining the Department, Mr. Leonard spent 20 years in the consulting engineering business, with broad experience in site Engineering, utilities, roads, geotechnical investigations, and earth dams, and was a partner in a Salt Lake City engineering firm. Mr. Leonard earned Bachelors and a Masters degrees from the University of Utah, and is licensed in six western states. He was named Engineer of the Year by the ASCE Utah Section in 2000.
Mr. Leonard has been active in ASCE during his entire career, including leading the Utah Section, the Wasatch Front Branch, the Utah Geotechnical Group, and the University of Utah Student Chapter. He also chaired the Utah Engineer's Council. He has recently completed service as the ASCE District 11 Director, and has served on a number of national ASCE committees, including Technical Activities, Codes and Standards, Communication, Program, Strategic Planning, Energy Policy, Governance, and the Geo-Institute Sections and Branches Council. He currently serves as a Governor of the Geo-Institute of ASCE, and as Chair of the Governance Restructuring Implementation Committee. Mr. Leonard is a firm believer that involvement in ASCE yields huge benefits, both on a personal level and to the profession at large. The activities and programs sponsored by ASCE in local units and at the national level benefit all civil engineers by making the practice of engineering more visible, more effective, and more technically proficient. Efforts focused on strengthening professional registration, raising the bar for professional practice, encouraging continuing education and publishing technical papers will have long-lasting positive effects. On a more human level, professional interaction results in greater understanding, increased cooperation, shared learning, and valuable networking that cannot be gained in any other way. Although impossible to quantify, this benefit is one of the most significant byproducts of ASCE involvement. Blaine Leonard lives in Farmington, Utah, with his wife, Jann, and their four children. He enjoys travel, skiing, music, and people. Robin A. Kemper, P.E., F.ASCE BIOGRAPHICAL STATEMENT Robin A. Kemper is the Assistant Manager of the Structural Department at French & Parrello Associates, a multi-discipline consulting engineering firm. She is past president of the New Jersey Section and Central Jersey Branch. Her current national ASCE activities are Chair of Membership Committee, member of Committee for Section and Branch Leaders, and Past Chair of SEI Membership Committee. She received the 1987 Daniel W. Mead Prize for Younger Members. The Central Jersey Branch awarded her Civil Engineer of the Year 2003. She is also a member of the RPI Civil Engineering Advisory Board, a Rotarian, and member of AIA.
Peter A. Terry, P.E., M.ASCE BIOGRAPHICAL STATEMENT Peter A. Terry is the president of Benchmark Civil Engineering Services, Inc. of Allentown, PA
Peter is a graduate of Lehigh University (B.S.C.E.) and Villanova University (M.C.E.). He has
been employed in both public sector and private sector positions and has served as adjunct faculty
at both Lehigh University and Lafayette College.
He is a registered professional engineer and a certified Profession Traffic Operations Engineer. He served on the Lehigh Valley Section ASCE Board of Directors for seven years and was president in 1997 and served as the Section's 150 Anniversary Champion. He is also a member of the Institute of Transportation Engineers and the Transportation Research Board. John W. Pulver, P.E., F.ASCE BIOGRAPHICAL STATEMENT John Pulver, P.E., F.ASCE, is a graduate of the University of Iowa and California State University, Sacramento. His employers included the California Department of Water Resources, Development and Resources Corporation, Gill & Pulver Engineers, and San Joaquin County, California. He currently provides consulting services.
John has been an ASCE member since college. He currently serves as District 13 Representative, a practitioner advisor, and on Branch committees. He has served on the National committee on Section and District Councils, Flood Insurance Regulations, Section President, the California Council, the Pacific Southwest Council and is an ABET visitor. Steven C. McCutcheon, Ph.D., P.E., M.ASCE BIOGRAPHICAL STATEMENT Steven C. McCutcheon, P.E. is a renowned U.S. EPA Senior Environmental Engineer. The Torrens Award winning editor of the Journal of Environmental Engineering was the Georgia Section president-elect, vice-president, director, and E-Week Government Engineer of the Year. As branch president in Mississippi, Steve was a 1984 Young Civil Engineer in Government. He earned numerous awards, including NSPE Engineer of the Year-EPA. Other service includes Civil Engineering Program Evaluator for ABET, eight Institute committees, outside consulting, and expert testimony. Having also taught at Georgia, Clemson, Tulane, and Vanderbilt, he published 225 books and other publications. Ph.D. and M.S.: Vanderbilt, B.S.C.E.: Auburn.
T. Anthony Reid, P.E., F.ASCE BIOGRAPHICAL STATEMENT T. Anthony Reid. P.E., F.ASCE has been active in ASCE forty years, serving as President of the Student Chapter at UTA, Fort Worth Branch, and Texas Section, as well as Chairman, District 15 Society Relations Council and Texas Section Porter Fund. He received the Award of Honor from the Texas Section for his service.
A consulting engineer with Freese and Nichols for 37 years, Reid served as water and wastewater utility manager for the City of McAllen Public Utilities three years before forming a his own consulting engineering firm. An Honor Member of Chi Epsilon and member of Tau Beta Pi, he was recognized as a Distinguished Engineering Alumnus of The University of Texas at Arlington and served as President of The University of Texas at Arlington Alumni Association. Randall M. Perkinson, P.E, F.ASCE BIOGRAPHICAL STATEMENT Randall Perkinson is a senior project manager in the St. Louis office of Jacobs Civil Inc. and is a licensed professional engineer in 6 states. Over his 21-year career he specialized in the planning and design of transportation infrastructure projects. He is a past president of the Kansas City Section and previously served as an officer of District 16 Council. Mr. Perkinson served on several national committees including the Committee on Younger Members, the Committee on Equal Opportunity Programs, and the Membership Committee. Most recently he represented the Transportation and Development Institute on the Task Committee on Civil Engineering Specialty Certification. In 1989 he received the ASCE Edmund Friedman Young Engineer Award for Professional Achievement and in 1999 was elected an ASCE Fellow.
Jaime Santamaria-Serrano BIOGRAPHICAL STATEMENT JAIME SANTAMARIA-SERRANO studied engineering at Pittsburgh (B.S.), Illinois (M.S.) and M.I.T. (Diploma), and obtained titles in Colombian and in Japanese universities. He has worked in Consulting engineering, in hydropower, highways, bridges and mass transportation. He managed international contracts with TAMS (New York), Bechtel (San Francisco), Sofretu-Sofrarail and Bouygues Travaux Publics (France). He has selflessly dedicated himself to develop and strengthen professional organizations: Sociedad Colombiana de Ingenieros (SCI), Life member, Past-Vice-President. He signed the Agreement of Cooperation ASCE-SCI. ASCE, Fellow, Life Member; Republic of Colombia Section's Past-President; IAC member, SEI and TDI Chapter member. Los Andes University's Alumni Association, Life Chancellor.
