Water Infrastructure Security Enhancements Guidance Documents

The security of our nation’s water infrastructure is of critical importance, particularly in the post-September 11 environment.  The American Society of Civil Engineers (ASCE), the American Water Works Association (AWWA) and the Water Environment Federation (WEF), with a grant from the U.S. Environmental Protection Agency (EPA), have developed a comprehensive three-phased program to address physical infrastructure security needs for water supply, wastewater and stormwater, and online contaminant monitoring systems:

»Training Materials—Phase II
»Voluntary Consensus Standards—Phase III

Consensus Standards for the Physical Security of Water and Wastewater/Stormwater Utilities — Phase III
    ASCE, AWWA, and WEF have developed voluntary consensus standards under Phase III based on the three guidance documents and drawing from emerging technologies and methods. Using accredited American National Standards Institute (ANSI) development processes, these standards have been published as Draft American National Standards for Trial Use that reflect a consensus of the latest thinking among the nation's infrastructure security experts. These have been released for trial use and public comments—please direct your comments to the standards to wise@asce.org.

WISE Training Materials—Phase II
    A modular training program developed under Phase II are now available on CD-ROM for use in educating all who have a role in providing physical infrastructure security for water supply and wastewater/stormwater systems. Based on the three interim guidance documents, these three flexible training modules are designed for use with all levels of operation, management, and public officials.

    The three modules include the presentation materials in MS PowerPoint, trainers guide, quizzes and exams.

Guidance Documents: Water Supply, Wastewater/Stormwater, Online Contaminant
Monitoring—Phase I
    A set of three security guidance documents were developed as the first phase of this initiative. Security Guidance for Water Utilities and the Security Guidance for Wastewater/Stormwater Utilities guidance documents assist drinking water and wastewater utilities in mitigating the vulnerabilities of their systems to man-made threats through the design, construction, operation, and maintenance of both new and existing systems of all sizes.

    Guidelines for Designing an Online Contaminant Monitoring System provides information on designing online contaminant monitoring systems, including assessing the need for a monitoring system, locating instruments and sensors and responding to suspected contamination events.
