A resolution is a formal, written expression of opinion, intent, or administrative action adopted by one or both chambers of a state legislature. Unlike bills, most resolutions do not have the force of law but instead serve to guide policy and spotlight awareness on a specific issue.

A proclamation is an official declaration issued and signed by a person of authority, typically a governor, that publicly recognizes an initiative or observance. They are most often used to highlight various awareness days, weeks, and months.

ASCE has created templates of resolutions and proclamations for you to download and customize. Please note that the processes for resolutions and proclamations vary and every state/locality has its own rules. Check out ASCE’s one-pager on submitting resolutions and proclamations to learn more.
