Phil Martin is a professional engineer and land surveyor with over 33 years of experience in land development, water and wastewater transmission and treatment, and utility management. Mr. Martin is the Executive Director of the Augusta County Service Authority which provides water and wastewater services to the residents of Augusta County, Virginia. He holds a bachelor's degree in Civil Engineering Technology from Bluefield State College in Bluefield, West Virginia. He is a member of the American Water Works Association, Virginia Rural Water Association, and currently serves on the ASCE Utility Asset Management Division's Practical Data Analysis Committee.
