Thomas Mitchell principal of TM3 Associates, has been providing services to the construction industry for over 38 years. Tom analyzes CPM schedules for on-going construction projects and claims. He assists in negotiations and settlements of disputes; and provides expert witness testimony at mediations, arbitrations, board of claims, and US Federal Court of Claims. Tom has testified as an expert regarding entitlement of construction issues, cost damages, project completion delays, and quality management. He has presided as an American Arbitration Association arbitrator and has arbitrated construction claims. He currently serves as Chair for the ASCE Construction Institute (CI) Claims Avoidance and Resolution Committee.

Tom is a member of American Arbitration Associations National Construction Dispute Resolution Committee. His construction experience includes healthcare and hospital facilities, water treatment plants, industrial facilities, transit (rail and bus), highways and bridges, marine (harbors, dredging, and breakwaters), systems, and educational. He provides training courses and seminars throughout the US on project/construction management, CPM scheduling with Primavera 6 (P6), delays (time impact), and cost damage analysis, claims avoidance, specifications, and dispute resolution. His experience also includes advisory services for easements and rights-of-way with commercial real-estate acquisitions for construction projects.

Tom is a California registered professional engineer, and in five other states (Maryland, Pennsylvania, Ohio, Texas, and Connecticut).
