William L. Coulbourne has 50 years of experience as a manager, designer, and building design professional. He is a national expert in wind and flood mitigation and has been involved as an investigator or project manager with many major hurricane, tornado, and flood events since 1995. He teaches 30 seminars and webinars a year on wind and flood design issues. He has taught building design courses as an adjunct professor at the University of Delaware. He has co-authored books and journal articles on high wind and flood-resistant design issues and strategies.

Coulbourne is a member of ASCE 7 standards committees on flood loads. He is a member of the ASCE 24 Flood Resistant Design and Construction Standard Committee. He has a BS in Civil Engineering from Virginia Tech and a Masters in Structural Engineering from the University of Virginia.
