Purpose and Background
This course outlines the best practices for developing evaluation plans for the selection of designers, design-builders, and construction managers and involved in design-build (DB) and construction manager-at-risk (CMAR) projects. These services are typically selected through the Request for Proposals (RFP). The emphasis is placed on developing rational requirements for qualifications, technical and price components of the DB or CMAR proposal. Evaluation planning for a transparent, defensible best value procurement process is the focus of the course. Considerations to employ open-book negotiations for progressive DB and CMAR contracts are also covered. The practices described in this course are recommended for use by any entity procuring design and construction services using alternative project delivery processes.
