
Rodney D. Holbert, P.E., F.ASCE, a civil engineer at Burgess & Niple with over 28 years of serving federal, state, and local clients, has been named a fellow by the ASCE Board of Direction.
Holbert has primarily three areas of his career that are the most significant. The West Virginia Section struggled for many years to complete the ASCE Infrastructure Report Card for West Virginia. In 2018, Holbert became a co-chair for the West Virginia Section Infrastructure Report Card. He served along with five ASCE Report Champions, nine ASCE Student Chapter Members, six reviewers, and several talented ASCE Staff Members on this effort. They produced and published the first WV ASCE IRC in 2020. The timely release of the WV IRC contributed to the passage of the Bipartisan Infrastructure Investment Law in 2021 with support of Senator Joe Manchin D-W.V., Senator Shelley Capito R-W.V., and Congressmen David McKinley, P.E., R-W.V.
The completion, promotion, and advocacy on infrastructure have made significant contributions to improving infrastructure in West Virginia and our nation.
Promoting the civil engineering profession and in general the value of the engineering profession in my family, community, state, country, and even throughout the world in his 40-year career is the second significant achievement. He is proud to be a Registered Professional Engineer. He strives to be a role model, leading an ethical life and career, as I has had many role models and mentors in his career. Holbert has enjoyed his colleagues, clients, team members, civil engineering students, faculty, and public, and the many projects that have allowed me the opportunity to know and interact with them. He is confident that as he enters "retirement" that he will remain an active cheerleader for the civil engineering profession and ASCE.
And Holbert is not finished. Now is a period to devote time, resources, and service to others. He currently serves on the West Virginia Board of Professional Engineers, which will allow him to assist in protecting the public and serving his profession, which he considers the greatest. It is important that he continues to serve as co-chair to complete the 2025 WV ASCE IRC with a strong level of advocacy in 2026. He has applied to serve as an ASCE Governor in Region 4. He has also applied to serve as a volunteer for his local elementary school, middle school, and high school.
