Shayne Paynter, Ph.D., P.E., PG, F.ASCE, water resources practice director at AtkinsRéalis, has been named a fellow by the ASCE Board of Direction. 

Paynter’s expertise spans coastal and water resource engineering, infrastructure stormwater management, nature-based solutions to flooding and stormwater, and hydrogeology. He has served as expert witness across a wide variety of water-related projects. Paynter leads a large  global water resources team that includes engineers, scientists, and geologists. 

He is involved in cutting-edge projects both across the U.S. and internationally. The projects span highway and rail stormwater and permitting, bridge hydraulics, floodplain and coastal modeling, coastal engineering, water quality, hydrogeology, flood control, FEMA modeling and disaster recovery, and nature-based solutions to stormwater and flooding issues. He has served as engineer-of-record or lead engineer on projects such as the $2.4 billion Purple Line Light Rail in Washington, D.C., and the $386 million Lee Roy Selmon Expressway in Tampa. Projects he has served on as EOR have won nearly a dozen awards. 

Paynter has innovated and pioneered novel approaches to stormwater management in the area of nature-based solutions, including removing portions of causeways and performing hydrodynamic modeling and water quality assessment to improve water quality. A first-of-its-kind water quality and seagrass credit bank was set up in close partnership with permitting agencies. That project has led to other similar projects and approaches. The credit bank saved the client $100 million in future construction and maintenance costs. 

Paynter is both a licensed engineer and a geologist in multiple states.
