Elected Region 9 Society Director
Jeffrey M. Cooper, P.E., serves as a Vice President at NV5 and has more than 45 years of experience in the civil engineering field, helping advance public infrastructure projects throughout the western United States. His expertise spans consulting engineering, design and construction management, infrastructure financing, assessment engineering, special district administration, and the development of funding strategies that support community growth and capital improvement programs.
A long-time member of ASCE, Jeff has dedicated more than three decades to volunteer leadership and service. His ASCE involvement includes serving as Treasurer of the Region 9 Board of Governors, Region 9 Governor representing the San Diego Section, and President of the ASCE San Diego Section. He is also a Life Member of ASCE and has been an active participant in numerous regional and national ASCE events, conferences, advocacy initiatives, and professional development programs.
Beyond ASCE, Jeff has held leadership roles within the American Public Works Association (APWA), serving as President of both the San Diego and Southern California Chapters, co-chairing major statewide conferences and educational programs, and contributing to Public Works Standards, Inc. (Greenbook) as Treasurer.
Jeff holds a Master of Science and Bachelor of Science in Civil Engineering from the University of California, Berkeley, and a Bachelor of Arts in Economics from Washington State University. He is a licensed Professional Civil Engineer in multiple states and has received Lifetime Achievement Awards from both the ASCE San Diego Section and ASCE Region 9.
