Elected Technical Region Director
Shirley E. Clark (Ph.D., P.E., BC. WRE, ENV SP, F. EWRI, F. ASCE) is a Distinguished Professor of Environmental Engineering at Penn State Harrisburg and Director of the School of Science, Engineering, and Technology. Her teaching focuses on the intersection of water resources, infrastructure, and public health. Her research focuses on the impacts of land development on the water cycle and on improving the design standards of water-related urban infrastructure to ensure resilience. Past research has focused on the improvement of the design of green stormwater infrastructure. She and her students have presented at multiple national and international conferences, as well as through other venues that reach the practicing engineer and decision maker. Her research focus is on answering practitioner questions to help them design, build and operate resilient infrastructure.
She is the immediate Past-President of the Central Pennsylvania Section of ASCE. She currently serves on the Chesapeake Bay Scientific and Technical Advisory Committee and recently stepped down from the Pennsylvania DEP’s Water Resources Advisory Committee. She is FY 24 president of the Environment and Water Resources Institute. She serves on the ASCE-NOAA Task Force, providing input on NOAA’s product development that supports civil infrastructure design. She is a member of ASCE’s Committee on Workforce and Education and ASCE’s Collaboration Innovation Team advising the Board of Direction on the “unknown unknowns” affecting civil, construction, and environmental engineering.
