Fred Turner is a Structural Engineer with design and regulatory experience in San Francisco and Sacramento, CA. As a staff member for the CA Seismic Safety Commission, he managed the state's Unreinforced Masonry Building Program which monitored retrofit and demolition progress over the past several decades involving hundreds of local governments and over 26,000 buildings. Fred has checked seismic retrofit plans to ensure compliance with regulations, advised local governments, and has evaluated and designed retrofits for URM buildings. Fred has also investigated the performance of URM buildings in past earthquakes.

Fred moderated the ASCE 41-13 Masonry Issue Team which had 22 members participating on behalf of the ASCE 41-13 standards committee. The team focused on revising URM provisions for both linear and nonlinear procedures in the standard.
