James Carolan is a professional project manager who has developed, implemented, and managed data conversion/development methodologies for a broad range of geographic information system (GIS) projects. He uses GIS technology to create complex data development and quality control procedures for use in building largescale, municipal information systems. Mr. Carolan is currently coordinating the design and development of information system designs and data conversion/management programs driven by wet-weather compliance needs. He is also involved in developing state of the art, long term capital planning studies leveraging GIS data and spatial analysis to better identify risk in ranking water and wastewater system assets. Mr. Carolan currently manages the data collection and analysis tasks for several large wet-weather driven wastewater improvement programs including the City of Columbia's 10-year $750M CleanWater 2020 program.
