Purpose and Background
This course outlines the best practices for selection of designers, design-builders, and construction managers and involved in design-build (DB) and construction manager-at-risk (CMAR) projects. These services are typically selected through the Request for Qualifications (RFQ). The emphasis is placed on developing rational requirements for qualifications and past performance. Evaluation planning for a defensible qualifications-based selection (QBS) process is also covered. Regardless of whether QBS is the primary award method, both DB best-value and CMAR procurements have an RFQ component. The Brooks Act requires QBS selection of designers in federal public projects and most states have a corresponding state statute. These requirements do not apply to DB and CMAR selections. The practices described in this course are recommended for use by any entity procuring design and construction services using a QBS process.?

- Recognize the components of an RQ and their purpose

- Develop an evaluation plan for assessing competing firms’ qualifications and past performance
- Develop defensible RFQ evaluation criteria based on project needs
Assessment of Learning Outcomes
Students' achievement of the learning outcomes will be assessed via a short post-test assessment (true-false, multiple choice, and/or fill in the blank questions).
