INSTRUCTOR:
William L. Coulbourne, P.E, F.SEI, F.ASCE

Purpose and Background

The purpose is to provide a method for determining whether hurricane damage is most likely caused by hurricane-force wind or flood water caused by storm surge. There are often disputes between building owners and insurance companies on this topic since coverage for damages for these events are almost never provided by the same insurance company. This webinar will cover typical damage signatures from wind and water and will provide a methodology for determining the most likely cause of damage. It will also provide some sources of information needed to conduct a thorough analysis of this issue.

Benefits and Learning Outcomes

Upon completion of this course, you will be able to:

  • Identify the process for determining wind or water damage caused by hurricanes or nor'easters.
  • Explain what information is critical to conducting a thorough damage investigation.
  • Use a structured methodology to conduct a wind vs. water damage investigation.
  • Distinguish between wind and water damage indicators during an investigation.
  • Assess the credibility and relevance of evidence when preparing for expert witness testimony.
  • Integrate webinar insights into a professional expert witness report or courtroom presentation.

Assessment of Learning Outcomes

Students' achievement of the learning outcomes will be assessed via a short post-test exam involving true-false and multiple-choice questions.

Who Should Attend?

  • Civil and Structural engineers that are involved in the practice of wind and coastal flood design
  • Architects who practice building design
  • Professionals in building product markets
  • Professionals involved in damage investigations
  • Engineering and architectural professionals
  • Engineers of record
  • Architects of record

Outline

  • Discussion of historical hurricanes that have provided lessons in the wind vs water investigations
  • Review basic hurricane wind principles
  • Review basic storm surge principles
  • Discuss how structures normally respond to these wind and water forces
  • Discuss how building systems and components resist these forces
  • Review online resources needed for research into this topic
  • Discuss 1-2 case studies on how to conduct an investigation and reach a conclusion

How to Earn your CEUs/PDHs

Upon completion of this course, attendees will receive .2 CEUs /2 PDHs. To receive your certificate of completion, you will need to complete a short post-test and receive a passing score of 70% or higher within 30 days of the course.

How do I convert CEUs to PDHs?

1.0 CEU = 10 PDHs [Example: 0.1 CEU = 1 PDH]
