Purpose and Background

This presentation was recorded at the ASCE Ports Conference 2025.

This presentation discusses the technical framework of ASCE MOP 130 for inspecting, assessing, and rehabilitating waterfront facilities. It explains the eight formal inspection types, recommended inspection frequencies, and the role of licensed structural engineers in evaluating marine infrastructure, noting that “the inspection assessment is simply a snapshot in time” and that routine inspections are limited to accessible elements. The speaker details condition rating methodology, underwater inspection levels, and how structural materials—timber, steel, and concrete—are evaluated for deterioration, including corrosion, marine borer damage, and chemical degradation.

The webinar also covers preservation versus rehabilitation strategies, service-life estimation, and the use of specialized tools such as ultrasonic thickness testing, pulse-echo methods, GPR, and underwater imaging. Finally, it outlines documentation standards, constructability considerations, and administrative requirements essential for planning and executing waterfront inspection programs.
