JinSheng Huo, P.E., F.EWRI, F.ASCE, currently the assistant director of utilities for the City of Miramar, Florida, has been named a fellow by the ASCE Board of Direction.
Huo has more than 20 years of experience in civil and environmental engineering and has developed specialized expertise in master planning, mathematical modeling, engineering design, and construction management.
He has authored over 30 professional publications, including journal articles, books and book chapters, and conference papers. In addition to his professional practice, he maintains strong research and teaching interests in statistical analysis, artificial intelligence, and GIS applications. He has contributed to environmental engineering and mathematics programs at Florida International University, Broward College, and other institutions.
Beyond his professional and academic work, Huo has dedicated more than two decades of volunteer service to ASCE and its Environmental and Water Resources Institute (EWRI). His leadership roles have included service on the Wastewater Engineering Technical Committee, the Water/Wastewater/Stormwater Council, and as Technical Activities Executive Committee (TA ExCom) Representative (2017–2019). He also chaired the ASCE Blue Ribbon Review Panel for the Design of Water Resource Recovery Facilities (WEF Manual of Practice No. 8 / ASCE MOP No. 76), reflecting his national-level technical leadership and professional judgment.
Huo earned his doctoral degree in environmental engineering and a Master of Science in statistics from the University of Tennessee. He is a licensed professional engineer in the state of Florida, and a Board Certified Environmental Engineer (BCEE).
