Purpose and Background

This presentation was recorded at the ASCE Construction Institute Summit 2025.

This webinar provides a deep dive into the best practices for preparing Requests for Proposals (RFPs) and specifications specifically for design-build (DB) project delivery. It covers foundational concepts including the evolution of design-build procurement, the differences between one-step, two-step, and progressive design-build, and the key roles of owners, designers, and builders in ensuring project quality and success. Presenters discuss how to structure RFPs to enhance clarity, promote innovation, and mitigate risk. The session also emphasizes the use of bridging documents, the importance of appropriate evaluation criteria, and the benefits of stipends to increase competitive participation. Practical case studies and lessons learned are shared, including insights into integrating performance specifications and adapting traditional master spec formats for DB projects. The webinar concludes with emerging applications of artificial intelligence in proposal development and specification writing. Participants will gain a well-rounded understanding of the tools, processes, and strategic decisions critical to successful design-build project execution.

Benefits and Learning Outcomes

Upon completion of this course, you will be able to:

  • Describe the different types of design-build delivery methods, including one-step, two-step, and progressive design-build, and their respective advantages.
  • List the key components of a request for proposal (RFP) in design-build projects, such as scope, schedule, evaluation criteria, and proposal requirements.
  • Identify the roles and responsibilities of the owner, design-builder, and designer of record in ensuring quality assurance and control throughout a design-build project.
  • Discuss the benefits and challenges of incorporating prescriptive versus performance-based specifications in bridging documents.
  • Explain how AI tools can be applied in developing RFPs and specifications, as well as the associated risks such as hallucinations and over-reliance.

Assessment of Learning Outcomes

Students' achievement of the learning outcomes will be assessed via a short post-test assessment (true-false, multiple choice, and/or fill in the blank questions).

Who Should Attend?

How to Earn Your CEU/PDHs and Receive Your Certificate of Completion

This course is worth 0.1 CEU/1 PDH. To receive your certificate of completion, you will need to complete a short on-line post-test and receive a passing score of 70% or higher within 365 days of course purchase.

How do I convert CEUs to PDHs?

1.0 CEU = 10 PDHs [Example: 0.1 CEU = 1 PDH]
