Purpose and Background
This presentation discusses public-private partnerships (P3s) as integrated, long-term contractual delivery models that combine design, construction, financing, operations, and maintenance to optimize lifecycle performance of major infrastructure assets. It explains the distinction between funding and financing, emphasizing that P3s do not generate new revenue but instead leverage private capital markets and structured repayment mechanisms such as availability payments.
The session details how risk allocation—covering development, construction, lifecycle, demand, and counterparty risk—is assigned to the party best positioned to manage each exposure. It also outlines the value-for-money framework, comparing traditional procurement to P3 models by evaluating lifecycle cost, retained risk, and performance obligations to determine the most efficient delivery approach.
