 The Transportation & Development Institute (T&DI) of ASCE is pleased to announce William J, Dunlay, Ph.D., LM.ASCE, Managing Director of WJDunlay Consulting LLC, as the winner of the ASCE T&DI Robert Horonjeff Award. The award recognizes outstanding achievements in, and contributions to, the advancement of the field of air transportation engineering. It carries the name of Robert Horonjeff (1913-1976) because his leadership and achievements in developing the field of air transportation engineering.

Dr. Dunlay has more than 40 years of experience in airfield and airspace planning and has directed airport planning for more than 50 airports in the United States and overseas. He recently assisted the Port Authority of New York and New Jersey with its End-Around Taxiway Planning Study at Newark Liberty International Airport. He also recently directed the End-Around Taxiway System Justification Analysis for Dallas/Fort Worth International Airport. Before his airport consulting career, he was assistant professor of civil engineering at the University of Pennsylvania and the University of Texas at Austin. He received a B.S. and M.S. in Civil Engineering from The Pennsylvania State University, and a Ph.D. in Civil Engineering (transportation) from the University of California, Berkeley. He is a Life Member of the American Society of Civil Engineers (ASCE) and is a past chairman of the ASCE Air Transport Division.
