The Pipelines Executive Committee is happy to welcome their new member, Jeff Shoaf. Jeff was selected after an open call for expressions of interest seeking a utility owner/municipality representative. The ExCom then reviewed the submitted resumes, bios, and other materials to chose their candidate. Jeff's five-year term begins October 1, 2022.

Jeff has over 35 years of experience in the civil engineering field, most of that in the large diameter pipelines industry representing the Utility Owner/Municipality sector.  From 1987 to 2005 he worked for the City of San Diego, overseeing a multi-million-dollar project portfolio for the installation of both small and large diameter water and sewer pipelines.  Since 2005 Jeff has served as a Principal Engineer for the San Diego County Water Authority, overseeing the Program Services Group.  This group is responsible for the overall monitoring of the Water Authority’s $1.5 billion Capital Improvement Program as well as maintaining and updating the agency’s standard drawings and material specifications.

On a national level, Jeff has been involved in UESI from its inception in 2015 and has familiarity with the Pipelines Division through contributions and participation in a variety of activities; including, assisting with preparing and facilitating the Large Diameter Pipeline Workshop held annually at the Pipelines Conference, serving as a Session Moderator and Track Chair for the Pipelines Conference and, most recently, as Technical Co-Chair for the 2022 Pipelines Conference in Indianapolis.  Locally, Jeff is actively involved in the ASCE San Diego Section’s Pipeline & Environmental Group and served as a Board Officer from 2015-2018.

Jeff states he is excited and honored to be selected to serve on UESI’s Pipeline Division Executive Committee and looks forward to serving in a leadership role as UESI continues to shape the future of our industry.

Jeff holds a Bachelor of Science degree in civil engineering from San Diego State University, is a registered Civil Engineer in the State of California, and maintains certification as a Project Management Professional.  In his spare time, he enjoys swimming, fishing, and overland camping with his wife, two adult children, and Shih Tzu puppy Murphy!
