Blaine Wruck 2026
The ASCE Transportation and Development Institute (T&DI) is pleased to announce Blaine Wruck, P.E., M.ASCE, of Deschutes County, Oregon, as the 2025 recipient of the T&DI Outstanding Younger Member Award. The award was established to recognize the professional contributions of younger members of the Institute. 

Blaine Wruck is a Senior Transportation Engineer with the Deschutes County Road Department in Bend, Oregon. Blaine is focused on management and delivery of roadway capital improvement projects, traffic engineering, contract procurement and the County’s pavement management program. He has nine years of experience in engineering that includes consulting and public agency roles. 

Blaine has a background in pavement engineering, construction inspection and surveying. He is also a Part 107-certified Uncrewed Aircraft Systems (UAS) Remote Pilot with eight years of commercial UAS experience, and serves as Committee Chair of the Uncrewed Aerial Systems (UAS) Committee within the ASCE Transportation and Development Institute.
