Advancement of Performance Based Design Committee
Purpose:
To advance the structural engineering profession toward performance-based design (PBD) through development of guides, prestandards, and educational resources; advocacy; and other activities.

MEET THE CHAIR
Kevin Paul Aswegan, P.E., S.E., F.SEI, M.ASCE
Kevin is a Senior Principal at Magnusson Klemencic Associates (MKA) with a broad range of experience, including designing buildings up to 75 stories tall in areas of extreme seismicity and wind hazard. Notably, he led MKA’s design efforts for ATX Tower (321 West 6th Street), a 56-story mixed-use tower in Austin, Texas, which was the world’s first application of the ASCE Prestandard for Performance-Based Wind Design. Since joining MKA in 2013, Kevin has designed office, hospitality, and residential projects throughout the United States and internationally, including many high-rise towers in areas known for challenging environmental conditions, such as Houston, Miami, San Francisco, and Los Angeles. Within MKA, Kevin leads the Performance-Based Design Technical Specialist Team and contributes to the technical design of numerous projects. Kevin is deeply involved in research and code development efforts focused on advancing the next generation of performance-based seismic and wind engineering. This includes leadership within The American Society of Civil Engineers (ASCE)/the Structural Engineering Institute (SEI) in various roles. He has written extensively on the topics of tall building design, performance-based design, and seismic analysis. He is in a leadership position for the development of the seismic provisions of ASCE/SEI 7-28 and the 2026 version of the National Earthquake Hazard Reduction Program (NEHRP) Provisions. He is also a key member of the ASCE/SEI Tall Buildings Committee, where he co-authored the recent publication Design and Performance of Tall Buildings for Wind. Kevin was named an SEI Fellow in December of 2024 and honored as one of Building Design+Construction’s “40 Under 40” Class of 2025.
