David Noyce 2026
The ASCE Transportation and Development Institute is pleased to announce Dr. David Noyce, Ph.D., M.ASCE, of the University of Wisconsin, Madison, as the 2026 recipient of the James Laurie Prize. The James Laurie Prize is awarded based on contributions to the advancement of transportation engineering. 

David A. Noyce, Ph.D., P.E., F.ASCE, F.ITE, is the Dr. Arthur F. Hawnn Professor of Transportation Engineering and Executive Associate Dean of the College of Engineering at the University of Wisconsin - Madison (UW-Madison). He previously completed two terms as Chair of the Department of Civil and Environmental Engineering. Dr. Noyce also holds a joint appointment in the Department of Industrial and Systems Engineering at UW-Madison. 

Dr. Noyce received his B.S. and M.S. degrees in Civil and Environmental Engineering from UW-Madison in 1984 and 1995, respectively, and received his Ph.D. degree in Civil (Transportation) Engineering from Texas A&M University in 1999. Dr. Noyce is a registered Professional Engineer in the state of Wisconsin and has over 41 years of experience in transportation engineering including appointments in state government, industry, and academia. He leads the Wisconsin TOPS Laboratory and the Wisconsin Transportation Center. Dr. Noyce’s research interests are in transportation safety, transportation human factors, traffic operations, and autonomous systems.
