Infrastructure Systems Committee

Purpose:

To study, evaluate and report on current practices and promote new developments in the science of infrastructure management. The committee's focus is on broad infrastructure related practices such as, Planning & Development, Operations & Maintenance, and improving Infrastructure Management Strategies as they relate to transportation, public works, and parks and recreation infrastructure systems. Scientific and civil engineering disciplines include inventory management, condition assessment, deterioration modeling, evaluation of impacts of deteriorating infrastructure, decision making and financing strategies. The committee activities include the promotion of new and cross-cutting technologies such as, computer-aided decision support, the development of analytical models, automated data collection techniques and other products via specialty conferences, web pages, white papers and other special projects.

MEET THE CHAIR

Juan Diego Porras-Alvarado, Ph.D., EIT, Ing., M.ASCE

Dr. Juan Diego Porras-Alvarado is a senior lead consultant in the Asset Management and Business Advisory business line of WSP’s U.S. Advisory Services with over nine years of experience in infrastructure management advisory and research. In his work, he leverages his knowledge of transportation infrastructure management and data analytics to support clients in advancing their asset management programs and connecting asset management processes to investment decisions. He has worked with clients in assessing asset management maturity, creating asset data standards, developing asset management plans, and developing capital improvement plans for transit, port, and transportation agencies. In addition to his asset management experience, Dr. Porras-Alvarado has a well-rounded knowledge of pavement engineering and management from his graduate and postdoctoral work involving pavement consumption analysis, pavement preventative maintenance, performance modeling, and pavement project prioritization. Dr. Porras-Alvarado has published more than fifteen peer-reviewed journal and conference papers on infrastructure management and pavement engineering. Dr. Porras-Alvarado was selected to receive the Best Paper Award at the 9th International Conference on Managing Pavement Assets, 2015. He is an active member of the ASCE Infrastructure Systems Committee and the TRB AJE30 Transportation Asset Management Committee. Dr. Porras holds a Master’s Degree in Civil Engineering from the University of Nevada, Reno, and a Doctorate Degree in Civil Engineering from The University of Texas at Austin.
