Infrastructure Systems Committee
Purpose:
To study, evaluate and report on current practices and promote new developments in the science of infrastructure management. The committee's focus is on broad infrastructure related practices such as, Planning & Development, Operations & Maintenance, and improving Infrastructure Management Strategies as they relate to transportation, public works, and parks and recreation infrastructure systems. Scientific and civil engineering disciplines include inventory management, condition assessment, deterioration modeling, evaluation of impacts of deteriorating infrastructure, decision making and financing strategies. The committee activities include the promotion of new and cross-cutting technologies such as, computer-aided decision support, the development of analytical models, automated data collection techniques and other products via specialty conferences, web pages, white papers and other special projects.

Meet the chair
Zhe Han, Ph.D., P.E., M.ASCE
Dr. Zhe Han is a Research Engineer in Center for Transportation Research (CTR) at The University of Texas at Austin and a registered Professional Engineer (P.E.) in the state of Texas. His research focuses on large-scale infrastructure system management, optimal resource allocation, resilience analysis, asset valuation, and cutting-edge interdisciplinary research.
Dr. Han earned two Bachelor degrees in civil engineering and law from Tsinghua University. He joined the civil engineering program at The University of Texas at Austin, where he received his M.S. and Ph.D. degrees, respectively. Dr. Han is the recipient of Walter L. and Reta Mae Moore Graduate Fellowship and Robert Herman Endowed Scholarship from the University of Texas at Austin.
Dr. Han was selected to receive the Best Paper Award at the 103rd Annual TRB meeting in 2024 by Standing Committee on Disaster Response, Emergency Evacuations, and Business Continuity (AMR20). He also has been awarded the best paper award at the 5th World Transport Convention (WTC) (Xi'an, China) in 2021 and 9th International Conference on Managing Pavement Assets (ICMPA) (Alexandria, United States) in 2015.
Dr. Zhe Han is an author or co-author of 34 technical papers, reports, and articles as well as 2 books. He has delivered more than 48 oral presentations nationally and internationally. He is the Section Editor-in-Chief of Current Social Sciences, the Editorial Board Member of International Journal of Transportation Engineering and Technology and Transportation Management, and the Guest Editor of Computation. Dr. Han serves as the chair of JC0l joint technical committee of World Transport Convention (WTC). Dr. Han is an active member of American Society of Civil Engineers (ASCE), where he is also a current member of the Infrastructure Systems Committee.
