The ASCE/SEI 24 Flood Resistant Design and Construction Committee develops the ASCE/SEI 24 Flood Resistant Design and Construction standard which provides minimum requirements for flood-resistant design and construction of structures located in flood hazard areas.

MEET THE CHAIR

Jessica Mandrick, SE, PE, LEED AP

Jessica Mandrick is a partner at Gilsanz Murray Steficek in New York. Licensed as a Professional Civil Engineer in New York and a Registered Structural Engineer in California, Jessica served as the Vice Chair of ASCE/SEI 24-24, as Secretary-Balloteer-Historian for the ASCE/SEI 7-22 Chapter 5 Flood Load Subcommittee and is currently a voting member of the ASCE/SEI 7-28 Chapter 5 Flood Load Subcommittee.

Jessica has extensive experience with the design of structures in flood zones and surveyed flood damage to urban buildings in downtown Manhattan with the ASCE 24 Urban Flood Study team following Hurricane Sandy. As a member of the New York City Department of Buildings Flood-Resistant Construction Advisory Committee, Jessica assisted with revisions to Appendix G of the New York City Building Code. She also serves on the Editorial Board of STRUCTURE magazine.

About the Standard

ASCE 24 provides minimum requirements for flood resistant design and construction of structures that are subject to building code requirements or floodplain management regulations in flood hazard areas and is intended to meet or exceed the requirements of the National Flood Insurance Program (NFIP). This standard applies to new construction, including subsequent work to such structures, and work classified as substantial improvement of existing structures that are not historic structures.

New 500 Year Flood Standards: What Code Officials Need to Know

Communities continued to face major flood damage despite meeting code requirements. Updates to ASCE 7 and ASCE 24‑24 expanded the regulatory flood hazard area to the 500‑year floodplain and introduced new measures aimed at improving nationwide flood‑risk consistency.
In this 30‑minute recorded session, Jeannette Torrents, PE, SE, F.SEI, Technical Director of ASCE’s Structural Engineering Institute, explained what these changes meant for jurisdictions and professionals involved in adopting and applying flood‑related building provisions.
